The 2016 Bookkeeping Centre site in Gardeners Road, Rosebery — with a Perth number on the same page — sold something most software ads still will not name. Onsite and off-site books, BAS agency, payroll, and a financial controller’s eye on everyday decisions. Clients in media, health networks and clinics wrote that the file needed little oversight. The mechanism was never a dashboard. It was a person who closed the month and then sat with the owner long enough to say what the month meant.

This essay is about that middle seat. It is not a job advertisement. It is a buying guide for an Australian SME that already “has Xero” and still cannot tell whether next quarter is safe.

Three jobs that keep being collapsed

A bookkeeper makes the ledger true. Banks reconcile to statements. Invoices exist. Super, PAYG withholding and GST 10% sit in clearing accounts that match Single Touch Payroll and the draft BAS. The close happens in the first ten days. That is a craft. It is not the same as deciding whether you can take a lease in Alexandria or hire a third physio in Subiaco.

A registered tax agent (or BAS agent, in their lane) lodges and advises on the return. They care whether the trial balance will survive a franking account, a Division 7A glance, or a small-business concession. They are not paid to run your weekly cash meeting. If you send them a messy file in July, they rebuild the year. If you send them a clean file, they still will not tell your site supervisor why job 214 lost money.

A financial controller, even a part-time one, sits on the other side of the close. They take a file a tax agent can use and turn it into a short list of decisions. Cash for thirteen weeks. Margin by job or by room. Who is late. What the board must not be surprised by. What you will not do again. The original firm’s phrase was “meaningful statistics”. Meaning is a person who will argue with you.

If one human is doing all three jobs, name the hours. Tuesday morning is books. Thursday afternoon is control. July is the agent’s month. A collapsed job is how super is “with the clearing house” and nobody has looked at WIP since Easter.

What the original offer actually contained

Read the old copy without nostalgia. It promised accurate data, validated numbers for a BAS and a tax return, month-end reports you could use when you thought about profit, and time returned to the owner. That is a stack, not a slogan.

Accurate data is the chart of accounts and the source documents. Validated numbers are the file a tax agent can use. Month-end reports are the close an owner will finish and, if you have a board, the pack a board will read. Time returned is what happens when the owner stops recoding Uber Eats at 10pm.

The controller layer was the last of those. Health-network boards and clinic owners were not buying more invoices. They were buying a cadence that arrived without theatre — grant acquittals, lodgements, and a month-end someone else had already argued with. You can still buy that. You can also build a thinner version inside the business. Both start with an honest split of the three jobs.

What a part-time FC does in a fortnight

Write this on one page before you hire anyone. If you cannot, you are buying a vibe.

Weekly, they refresh the thirteen-week cash forecast from the bank, the aged lists, the next payroll (wages, PAYG, and super at the Super Guarantee rate in force — 12% from 1 July 2025, confirm the ATO page), the next BAS, and any rent or hire-purchase that does not care how you feel. They name the week you go tight. They do not present a graph and leave.

After month-end, they own the pack: cash, profit against last year, top debtors and creditors, statutory amounts owing with dates, and three sentences. They walk WIP and stock if those lines would change a hire or a price. They ask why a job that looked fat at claim two is now thin. See pricing, WIP and whether the job made money.

Quarterly, they sit with the BAS before it lodges, not after. They look at payroll tax if you are in, workers compensation declarations, and — from 1 July 2026 — whether payday super is actually leaving on payday or sitting as a good intention. Confirm the current ATO payday-super timing. Do not invent a window from a webinar.

Ad hoc, they join the conversation you are avoiding: a lease, a related-party rent, a grant that must be acquitted, a price rise, a director who wants a new ute coded as “repairs”. They do not replace your lawyer or your tax agent. They make sure the number you take into that meeting is the same number that is in the file.

What they must not do

They must not become a second bookkeeper who recodes the bank because the first one is “too busy”. If the file is late, fix the close. Do not hire a more expensive person to hide a feed you have not reconciled since March.

They must not lodge your BAS unless they are a registered BAS agent or tax agent and you have engaged them that way. Controller and agent are different tickets. The Rosebery desk held both skills in one firm. Your current arrangement may not. Name who lodges.

They must not design a 40-page board pack. A health-network board that used to receive the old firm’s work did not need forty pages. It needed cash, result, risk, and a narrative that would survive a question. Dumping every Xero widget into a PDF is how directors stop reading.

They must not invent tax positions. Instant asset write-off thresholds, Division 7A interest, and award rates move. The controller flags the issue and the agent (or Fair Work, or the ATO page) answers it. This journal will not invent official rates for you either. Confirm them.

What an SME should actually buy

Buy hours against a list, not a retainer that says “strategic CFO”. For a single trading company in Sydney or Perth with a quarterly BAS and a handful of staff, a useful starter pack is:

  1. A standing weekly cash meeting of thirty minutes, with the forecast updated the afternoon before.
  2. Ownership of the month-end pack described in the close essay, delivered by the tenth working day.
  3. A quarterly hour with the tax agent so the BAS and the management view stay labelled, not mixed.
  4. One project a quarter: job costing that works, a grant ledger, a rooms schedule for a clinic, a retention register for a builder.

That is enough to change behaviour. It is not enough to outsource the business. The owner still decides. The controller makes the decision expensive to avoid.

If you are a not-for-profit, add grant acquittals and a board pack that a treasurer can defend. If you are a tradie, add progress claims and TPAR discipline — the tradies guide is the file view. If you are a clinic, add practitioner draws versus wages before anyone calls it “profit”. The allied health piece is the companion.

Do not buy a “CFO day” once a quarter from someone who has never seen your bank rec. Control without a close is theatre with better stationery.

Cadence beats charisma

The original site’s clients said the file needed little oversight. That sentence is easy to misread as “set and forget”. What they meant was that the ritual happened whether the owner felt like it or not. A part-time FC who is charming in week one and invisible in week six is a contractor, not a control.

Put the cadence in the engagement letter. Which Tuesday. Which deliverable. Who has the lock date. Who speaks to the payroll bureau. Who chases the debtor over $8,000. Who is allowed to journal opening balances. If those names are blank, you have hired a personality.

Software does not replace the cadence. A live Xero file is a condition of the work, not the work. Bank rules fire. They do not explain a variation. They do not tell a board that unspent grant money is not a surplus.

How to brief one without wasting the first month

Send, before the first Tuesday:

  • last year’s accounts and return
  • the last four BAS and the working papers
  • payroll summaries, STP finalisation, and super clearing-house evidence
  • aged receivables and payables, today
  • the current chart, with a note on anything you already know is a lie
  • leases, loans, and any related-party arrangement
  • the last pack anyone produced, even if you hate it

Then spend the first fortnight on one question: can we trust cash and statutory balances. If GST, super or the bank rec is soft, the controller should say so and send work back to the bookkeeper. A controller who “fixes the file” for six weeks is a bookkeeper on a higher rate. Sometimes that is what you needed. Call it that.

What “good” looks like after a quarter

You can answer, without opening a banking app in the meeting, whether you can make payroll in four weeks with payday super attached. You know the jobs or rooms that are carrying the rent. You know the debtor you are pretending is a relationship. The BAS is a reprint. The tax agent’s July list is short. The board or the family meeting is bored by the pack in the useful way — they are arguing about the business, not hunting a number.

If you cannot do those things, you do not yet have a controller. You have a more expensive login. The financial control hub is the rest of this desk’s method. Start with cash. Add the pack. Only then argue about strategy.
